They just did a major update to ground battles so there may be some wonkiness that needs sorted out. I'm guessing this isn't the issue, since it's hard to get 700 manpower without manpower modules. You can increase the deployment limit by having manpower modules on ships in orbit.

Note that even if you have 700 manpower in orbit, you may not be able to deploy all 700 due to the deployment limit.
